Submit your ideas to fix it. We have forms for these things. I wrote them. Even if you're shot down, you get noticed for simply giving a shit. Eventually, something sticks. I've always viewed merits as a reminder of good deeds done, and not as a motivator. Act like yourself and strive for success of your unit, and of Ordo, and you will become decorated.
