I read there status with IS more like "lets not push our luck" the AN still have alot of people in the IS that don't trust them, and if they are going to become allies, it's going to take time to gain the different factions trust. In ordo alone a huge ammount of people do in no way trust the AN, because of how the past unfolded. I can only imagine that the situation more or less the same in the other members of IS.
