Re-posting the Combat Authority Edict for the sake of highlighting a key point.

D. Combat Authority Edict (CAE)

The following document is to act as an extension of the authorities provided by the Imperator, outlining the enumerated capability for individuals of specific positions to operate combat deployments. It must be understood this is a living document and will be modified: the underlying regulation that only the Imperator may approve offensive deployments remains. This is, in effect, an issue of approval under certain circumstances, not a modification or contradiction to the standing regulation.

For clarity, every known hostile or neutral combat group will be detailed in a tiered level. Each tier will correspond and dictate who and how combat may be handled.

T1: Authority clearance restricted to [i-1].

T2: Authority clearance restricted to at least [O-1] – [O-5].

T3: Authority clearance restricted to at least [E-8].

T4: Authority clearance restricted to at least [E-5] to [E-7] with explicit observation or approval of at least an [O-1].

For clarification: an officer may (assuming standard observance of courtesy to notify OIC, etc) call upon a raid to any target that is listed within their scope of authority. An [E-8] may call upon a raid to any target that is listed within their scope of authority (NCO target) without need to prior approve it with an officer. Other NCO, such as an [E-5] to [E-7] must receive approval from an officer prior to calling a raid upon an NCO target. If an NCO is asked to raid a non-NCO target, they must either have explicit approval from the Imperator or an officer observer.

Other NCO, such as an [E-5] to [E-7] must receive approval from an officer prior to calling a raid upon an NCO target.

In short, just because it's an NCO raid target, does not mean an NCO can lead a raid there without gaining approval. It's very easy to gain approval. It takes all of thirty seconds. All that needs to be done: IM anyone O-1+, say "I want to attack X, it is an NCO target. Is it OK?" The reasoning behind this expectation? It provides the NCO an immediate fall back if things go south and he or she needs help: the officer has the responsibility of ensuring that NCO's success.

Bump because this issue is still occurring. If you are an NCO (E-5 to E-7) and you are leading a raid to an NCO Target, YOU MUST GAIN APPROVAL FROM AN OFFICER. This is set in stone policy which you /must/ follow and can /not/ circumvent. This is not to say you need to have an officer observe your raid but you must gain approval to lead the raid, that is imperative. We are not trying to stifle raid leadership, it is as much for your sake as it is ours.

If it is discovered that you are leading assaults without officer approval, appropriate measures will be taken.
