Raid Authority Update: 05APR12

In order to facilitate a more healthy and readily available, active raid leadership queue, the following changes are hereby enacted:

- rank permissions based on tiers;

- assignment to tiers based upon capability, rather than rank;

- rank utilized as a baseline, but exceptions listed publicly with approval levels.

Currently, raid permissions are based explicitly upon rank. As such, an individual-- no matter how qualified, must receive approval for areas above their pay grade. The set up is, right now:

• Tier 1: Authority clearance restricted to [i-1].
  
• Tier 2: Authority clearance restricted to [O-1+].
  
• Tier 3: Authority clearance restricted to [E-8].
  
• Tier 4: Authority clearance restricted to [E-5+], with approval by an [O-1].
  

Under the provisions, it shall now be shaped a bit differently. Compulsory permissions shall be modified. As now listed under the CAE in the policy section of the forums:

• Tier 1: Authority to lead assaults against politically charged or unusually difficult targets. Individuals listed below are hereby granted the authorization outside of rank requirement. Compulsory approval restricted to [i-1].

  [*]Tier 2: Authority to lead assaults against potentially challenging targets. Individuals listed below are hereby granted the authorization outside of rank requirement. Compulsory approval restricted to [O-1+].

  [*]Tier 3: Authority to lead assaults against standard targets. Individuals listed below are hereby granted the authorization outside of rank requirement. Compulsory approval restricted to [E-4+].

  [*]Tier 4: Authority to lead assaults to low intensity targets. Individuals listed below are hereby granted the authorization outside of rank requirement. Compulsory approval restricted to [E-3+].

Along with the aforementioned, changes are being made to the [E-8] role. Rather than restricting targets to a very exclusive rank, the [E-8] position will be a bit more expanded-- however, focus shall be put upon teaching [E-8] members the skills needed to operate at a Tier 2 (or greater) level.
