Civilian Control: Important of Consistency

The question has been proposed to me: why do some civilians received out of the normal treatment?

This can be prevalently seen most recently with the example provided by (not to pick on her) Miko. Miko, as many of us know her, has never worn pants. This is not intended as "omg look i r naked,' but more along a classic cartoon. However, our regulations specifically state decency is expected. Our definition of decency? Pants.

The case with Miko was remedied via a reminder notice to civilian groups, that went along the lines of "wear pants." But, the lasting effect is there: we need to make sure we're consistent with all civilians! Same provisions go to each and every one. The big three:

1. Unarmed.

2. Escorted while inside the base (not the walls).

3. Respecting the wishes of Ordo personnel (OIC discretion on what those wishes are).
