I believe through my experience here, that once you step down, or are removed from a Command Position you would not be allowed to use the command coat. Command Coat is for command position, to easily identify... hence the word "command" in it.
So in short from my thought: No, they shouldn't be using the Command Coat unless they are in a position of Command.
