TAC interactions have been high. A leaked TAC meeting log revealed VG’s Christoph Naumova essentially dictating TAC actions. During the meeting, Naumova cited it was his intent to “wear down the IS” and that we’d already “gotten tired.” Very early this week, we had some run in with 2142 and CATI, which resulted in a lot of TAC ego. During a major raid, 2142 members utilized the immortality granted by H7 to briefly enter our base. Although brief, it was hailed as a major victory against the Ordo. In response, we promptly counter attacked and waded our way through latency to reach the 2142 primary compound . . . only to have the sim restarted out from under us. The situation escalated mid-week, with another attempt by 2142 to repeat the process . . . aaaand another counter attack that resulted in a lot of anger being thrown our way. [18:03] Aryte Vesperia: Yesterday, it all came to a head. A surprise attack was launched at 2:00 PM, under the veil of a photo shoot hosted by the Merczateers. “Operation Photo Finish.” Ordo personnel simultaneously raided 2142, defended Badarik, and defended Titan while Merczateers personnel broke VG defense and took a group picture in the VG meeting room. TAC manpower will be a bit crippled this week—LordBob is out of town, CS is closed for revisions, and VG is also down for revisions. [18:03] Aryte Vesperia: In other news, several new groups have popped onto scene—Erebus, Fallen Angels, and Guerilla Rebels. FA is seeking relations with us. Squad has been very active but every time we went to hold training, someone attacked or a major offensive was held. Then again that would just reiterate that we were quite the active since we were participating in all of that. Scripting has started on the MGL and with luck that will be done soon." It will be greatly appreciated if you fill out your survey and hand it in to myself (Cohors B members) and Firefox Breed (Cohors A members). Astra [18:06] WolfShaman Warrior: A bit slower this week for Astra. More Defensive than offensive operations. Astra did partake in the 2142 Raid yesterday, providing A2G bomb support, and Anti-bomber support for the ground forces. Astra’s Internal restructure is progressing. Tactical Squadron is Stable, Apostle Squadron is Awaiting Gear, and Reserve/Training Squadon is getting closer to its much needed Revamp. Command has shifted slightly, with Blaze Wiles taking Primary focus on Commanding the Apostles, and Myself taking on more of the Leading role in the Tactical Squadron. We are working on the Project side of things with Astra. The Apostle weapon which we’ve hit some snags due to the commissioner of the build and the scripter, Both Whom have left Ordo recently. We are working at Clearing that up, while looking for Alternatives should that fall through. [18:07] WolfShaman Warrior: Our Aircraft focus has been on an upcoming Assault Shuttle as a much needed Replacement for the Current Dropship Design. We hope that this will help improve the viability of Astra on Joint missions with Transport, Taking on things we have learned from the Batlebus project. Prospects of it being multi-role Simular to the Russian HIND Helicopter. Troop Transport yet Able to be fielded as a Gunship. Again: Planning stages. We are also looking for Someone to help us out with a Revamped model for the Predator, as well as someone who will be able to help us out with the Assault Shuttle. Gone in and cleaned up the Over the next few days, more updates will be put onto our wonderful wall thanks to Kyra Vixen doing a rescript for us. [18:11] Huttser Ishelwood: xD Keynote Topics [18:11] Aryte Vesperia: What would a meeting be without at least one mention of the unlock system? [18:12] Aryte Vesperia: This weekend I am working on revising instructional materials (Schola, etc) to ensure the backend for unlock revisions are covered. After which, I will be speaking to Inoue Katsu to start making system (Mercury) changes. There will be a period in which things will be pretty up in the air—so please have some patience if unlocks are a bit slow for the next week. [18:12] Aryte Vesperia: I should say adding the instructional materials. Hollow did all the hard work. [18:12] Aryte Vesperia: My goal is to have the major system elements in place by Monday. Give or take motivation based upon distraction. Hah. [18:13] Aryte Vesperia: The first step will be to translate all existing unlock points into QP (interchangeably referred to as Imperial Credits now). After that, we will start implementing more methods of earning QP/credits. I intend to make the flow a lot less restrictive: PRFs and merits won’t be the only major sources. QP will be more easily used for incentive and reward. It will largely tie in to the next several topics I have this evening. [18:14] Aryte Vesperia: Before I get into that, however, I do want to note several of these ideas come directly from you all! I’ve been pulling ideas from the letters you write me (from the E-5 exam and notecards). Credit is due to you as members, so thank you for the input! [18:15] Aryte Vesperia: Now, the first area I want to mention is a bit of an armory overhaul. I find this to be a great time to do so, with both our locker setup and unlock distributions hanging in mid-change up. [18:16] Aryte Vesperia: Thanks to Inoue’s persistence, I have figured out how to separate items and tag them to certain groups—that way I can more easily spread out unlocks into multiple vendors, but still maintain access to the special units that would’ve earned them automatically. Squad gear, for example, will no longer be an issue. [18:17] Aryte Vesperia: One of the big things I want to see is an expansion of our armory, with a phase out/revision of some of the “oldies but goodies” within the arsenal. The Adjudicator, the Mortar, rocket launchers, MP5K—all requires revision or replacement. We’ve murmured about making these changes for some time, but it’s time to see it through. [18:18] Aryte Vesperia: This includes the additional choices for backpacks. The models for which have all been completed at this time. [18:19] Aryte Vesperia: It seems to me that a lot of developmental power has been captured and gobbled up by the upper echelon units—our elite teams. Although we certainly have some goodies in the armory for everyone, the last thing I want to do is to overbalance where new stuff is going. As suggested in a letter to me, the “cool stuff” needs to be spread back out. So it will be. [18:21] Aryte Vesperia: This will be solved in a few ways (aside from revising/adding gear to the armory). First of which, squads may choose to release gear to the pool for all members as a work-around to their item limitation. For example . . . Antesignani could opt into releasing the Negev as an unlock, but still obtain it for their unit without using up one of their exclusive spots. [18:22] Aryte Vesperia: From time to time, I will also likely be adding TI gear to a vendor that may be purchased with QP—to give folks the opportunity to nab items from an authorized dealer without need of spending Linden. [18:25] Aryte Vesperia: Yesterday we held a brief gathering to re-touch on side events / entertainment opportunities for the Ordo. A lot of good ideas were tossed around. I appreciate the participation. [18:27] Aryte Vesperia: As I mentioned: our goal is to make Titan and membership as immersive as possible, rather than being completely reliant on combat for entertainment. Future combat plans are definitely aimed at making that element (sim build, etc) more fun, but there will still be down time to kill. Even beyond that: some members spend time here less for the combat, and more for side elements. [18:28] Aryte Vesperia: We do have one project underway (provided by Kinera!), which will use an existing commercial platform to allow Ordo members to spend time playing a little mini-game on the side for group related items. [18:29] Aryte Vesperia: We will be exploring this (Seven Seas) heavily, adding collectible items to the inventory for Ordo members to hunt for: authorized additions to the gear, additional pieces of gear, or parts to collect to create unique stuff (for example, a new jetbike). [18:30] Vilkacis Mason: ! [18:31] Aryte Vesperia: My staff, namely Hollowmengitus, wrote up this rough list of possibilities: “Armor additions (SCUBA GEAR), emblems, textures, seals, Scrolls of the Imperator ( in parts, and in code, ) old gear, textures (for the shoulder, bracers, minor parts - different colors, etc.) hats, misc. warhammer things (?), collectible action figures, toy soldiers, backpacks, energy drinks, weapons - small arms, fancy pistols, dress swords, different textured facemasks, different styled canes/scepters, shields, capes, various decorative items for people to use outside of the Ordo, skulls of the fallen (great enemies, different colors, etc).” I am not really sure where scuba gear comes in, but sure. [18:31] Aryte Vesperia: Although . . . not at all a final list, it shows a good glimpse of the possibilities. [18:32] Aryte Vesperia: Beyond that, we will also be looking into the other ideas proposed yesterday: - Paintball sort of training system; - Competitive arenas; - Arcade / television / movie opportunities; - A lot more (productive) training opportunities; [18:33] Aryte Vesperia: These will all tie into the expanded use of QP/Credits: we will provide incentive for participation in group educational projects, giving folks a double kicker for investing their down time into training or competitive events. [19:27] Aryte Vesperia: For a couple of months now, we've been idly mulling about opportunities to make down-time in TItan more enjoyable and less . . sitting there. [19:28] Aryte Vesperia: The military community is largely dependant upon combat for entertainment, which is understandable. Although our raid levels continue to increase, there's ample opportunity to use the hours between combat in a more entertaining manner. [19:28] Aryte Vesperia: Months back, we proposed mini games and other Ordo involved stuff. [19:29] Aryte Vesperia: Something like an Ordo HUD game was mentioned-- but the design and functionality are still pretty unknown. [19:31] Aryte Vesperia: One idea that was proposed to me (by Kinera), was using an existing platform-- the Seven Seas thing. I wasn't aware that you could actually add your own items into it and set rarity. So that is an option. I'm actually kind of amused at the thought of forty Ordo fishing in a lava pond trying to find pieces to a new jetbike or something. [18:24] Aryte Vesperia: What you can all expect is the end of using “unlock points.” Instead, quality points (QP) will be expendable as a currency. Each item will have a specific cost—instead of thresholds where you need X amount of QP for an unlock point, you will spend X amount of QP to unlock an item. [18:25] Aryte Vesperia: For example, let’s say Milites Bob has 500 QP and a jetpack is 300 QP. Milites Bob can expend 300 of his QP to buy the jetpack. But that will leave him with 200 QP. The amount will no longer remain stagnant: it will deplete with purchases. [18:26] Aryte Vesperia: Current individuals with high QP levels will be compensated for unused unlocks, but existing QP levels will be wiped and replaced based upon the types of unlocks. I am going to be compiling a report and putting up a defense report for the Temp Titan build. So far attackers have all said they love the new setup. This is good. However this also means that we can expect more and harder pressing attacks from the TAC among other groups. So over the past couple of days you have had the chance to observe and hopefully participate in the recent attacks on Titan soil. It's been helpful since we can lay large amounts of fire down while those in the front are taking out individual targets. Break them in the center, and use the Northern position in the relieved latency to put down fire at whatever stragglers remain. We are a force multiplier, and meant to be overpowered in regards to what one can do and what one can not do. We are not a puppydog on a leash. We're a bulldog with rabies. They are more prepared than the regular Ordo trooper to face any and all situations on the battlefield. The OIC, can at his discretion, send an online and prepared Alpha squad into the redzone if the situation requires it. [18:17] Corsi Mousehold: I have a compromise idea. That if the need arises to send someone into the Red zone and there is not a guard present ... An ALpha squad member be the one to do it. [18:18] Exterminatus Footman: That's fine. [18:09] Aryte Vesperia: As mentioned: "blanket" approvals are no longer granted, and, all weaponry is subject to approval based upon Munitorium guidelines. This includes weaponry lines-- such as TI and ISA. [18:10] Aryte Vesperia: The mindset behind this is: just because object A is scripted to our approval, does not mean object B is. Even if it is from the same commercial vendor. [18:10] Aryte Vesperia: There is a degree of fairness to this: all Ordo weapons in the Ordo armory undergo approval. As such, we are subverting our own weaponry by allowing for commercial weapons to go unchecked. [18:11] Aryte Vesperia: The approval process is simple. A Munitorium representative will log the data from the weapon into the database, and an approval or denial will be stamped to it. That way every individual can quickly and easily reference weaponry that is approved-- in addition to which, locate whether or not the weapon is a "light" or "heavy" weapon, so as to fit within our combat deployment expectations. [18:53] Aryte Vesperia: This will see a re-empowerment of officers in the way of day to day rule enforcement, with clarification on the actual powers provided to officers as policing agents. Although Curia's position is not being weakened, Curia is going to be (and is) refocussed on the "district attorney/judge" aspect of enforcement. [18:53] Aryte Vesperia: This should not only provide greater levels of discretion, but take a lot of burden off of Curia. [18:54] Aryte Vesperia: Although officers have /always/ had the authority to enforce, it is a rarely exercized ability-- this document will explain why and provide a solution to it. [18:55] Aryte Vesperia: My goal here is to make enforcement more community appealing: rather than punishment and regulation enforcement being seen as an "outsider," officers within a unit will have the primary responsibility of maintaining order for their unit. [18:56] Aryte Vesperia: Curia, on the other hand, will be the investigative, prosecutorial, and judging party. [18:56] Aryte Vesperia: CIRs, for example, should be treated as direct petitions of the Curia court-- they can and will be sent down to an officer if the subject matter is deemed to be outside of the scope of Curia. This can be exercised directly, or through . . for example, punitive measures against officers who are derelict in their duty of maintaining regulations. [18:59] Arokh Takakura: Roger that. [19:04] Aryte Vesperia: What will vary, is the fact that officers will be expected to take accountability in order maintanence, rather than being forced to refer everything to Curia. Line officers are here, day to day, on permanent beats within the culture of the group: a Terra officer knows what is best for Terra. An Astra officer knows what is best for Astra. They are able to exercise discretion in a situation based upon innate knowledge of the fabric of that division and the group. [19:14] Aryte Vesperia: I do not expect every scenario to be handled the same: if an officer is present for a group of Numerii making jokes and being roudy, but determines it to be safe and within parameters-- fine, the officer is accepting responsibility for that. He or she is determining that the gathering is positive and improving the atmosphere of the group and is willing to suffer the heat if he or she is incorrect. [19:15] Aryte Vesperia: By reality, every regulation will never be followed directly to the T in every scenario. You cannot. It is inhuman. In reality-- police are not going to ticket you every time you speed. Nor are you going to be arrested every time you create a public disturbance: because police have /discretion/. [19:16] Aryte Vesperia: Discretion is what makes policing human. It is what allows an enforcing agent to determine whether or not a scenario is necessary to stamp out. The mainstay of their activity seems to be in decline . . . overall, the numbers with the major factions are low. On several occasions, interactions have resulted in being forced to withdrawal due to outright attrition. On the flip side, the SK seems to have clawed back to some vestige of activity, with thirteen actives on base last night. [18:03] Aryte Vesperia: The Alliance Navy has been placed onto a hostile status and we will be pursuing deployments against the target . . . well, whenever the group can muster a defense. This follows after a wake of insults aimed at the Ordo and the IS from the AN command. [18:04] Aryte Vesperia: And finally, it must be noted that there are currently issues with the grid. Deaths have resulted in crashing clients. It has something to do with the most recent update. We will keep an eye and attempt to continue deployments—as the issue seems to happen off and on. I will be tasking my newly acquired adjutants-- Xayvien Rau and Hollowmengitus Yifu to the project. [18:24] Aryte Vesperia: The most dramatic change will be the removal of the "unlock" points. Instead, QP will become a sort of spendable currency. [18:25] Aryte Vesperia: Every item that is currently unlockable will receive a QP cost, that may be selected when an individual reaches the threshold for it. This will allow individuals to determine what items they wish to pursue, rather than being locked into the current tiers. For example-- it'll be possible for someone to simply save up for a more costly heavy weapon, then to be forced to expend their points on a light weapon. [18:27] Aryte Vesperia: Individuals with unlock points will be compensated. It is as simple as running an equation through Mercury, which will factor out what each of the old points are worth. Existing QP balances will be reviewed. The probability is you'll simply keep what you currently have. [18:27] Aryte Vesperia: Until otherwise mentioned: keep doing what you're doing. Back-dating and doing the work to figure out who didn't get what because their merits are pre-QP system would be . . incredibly difficult. This has been the stance since the introduction of QP kickers with the merits. Especially in the main division heads: Astra and Terra. [18:52] Aryte Vesperia: The positions, however, are incredibly vital. [18:53] Aryte Vesperia: Legate are difficult to replace, difficult to appoint, difficult to transition . . [18:54] Aryte Vesperia: Essentially, it creates a lot of problems whenever we reach a point in which an individual is either burned out, or attempting to seek retirement. [18:55] Aryte Vesperia: So, I am proposing a bit of a radical shift. [18:57] Aryte Vesperia: It is my belief that if the position of O-5 was an elected role-- perhaps not in every division (IE: AiR, Curia), then it would provide the opportunity for individuals interested (O-4's) to proposition their individual divisions with a plan and method to achieve levels of success. Furthermore, it'd create a process in which stagnant or individuals wishing to seek retirement could bow out and resume service within their divisions as an O-4. [18:59] Aryte Vesperia: It would also permit the divisions the capability to exercise . . well, either motivation for the O-5 to continue service, or replace individuals who are sitting on the spot without actual progress. [18:59] Aryte Vesperia: I am really unsure as to the specifics or, even if this is a "good" idea. It is, however, an idea. One that I'd like everyone to chew on for a bit before we bring it up late for more in depth discussion. [19:01] Aryte Vesperia: Although there is obviously nothing set in any sort of stone at this point. I envisioned limitless terms, with voting restricted to the divisions-- Terra would vote for Terra, Astra for Astra, et cetera. [19:02] Aryte Vesperia: If this was pursued, the existing Legate would be given fair opportunity and a term without needing to be "voted" for. This is not a punishment for anyone.   21. When I initially made this post, I had hoped that the four squads would have embraced the idea and really taken the opportunity to elaborate on their individual contribution to the whole. I have seen that from Garion and am very happy that he has done so. Beyond that however there is a bit of a conflict as to what The Apostles are doing and how they are seen. Sosarin is absolutely correct in his statements on how people posting to this thread are seen. And I hope that his words are taken to heart. To that end, I will again encourage the last two squads to post something here to elaborate and add to the topic. Those being Antesignani and Insidiae. As a final note, please for the sake of those coming into the Ordo and seeing this thread for the first time, do not speak contrarily or out of anger to those that have posted before you.
