I am going with someone whos name keeps popping up everytime i start digging in the history of Vanguard, Semmi Seraph. But since you asked for the leader of the revived Vanguard i go with Christoph's mom because she is the boss of Christoph and you are not the real leader if you are not on top of the food chain.
